The SAFE Framework aims to establish international standards for supply chain security and facilitation at a global level. It
strengthens Customs/Business co-operation with
AEOs-MRA and other
Government agencies involved in international trade and security such as
through Single Window. It promotes the
seamless movement of goods through secure international trade supply chains.
The main focus of Customs-Business Partnership is the creation
of an international system for identifying private businesses that offer a high
degree of security guarantees in respect of their role in the supply chain. In
exchange, These business partners receive tangible benefits in the form of
expedited processing, enhanced reputation for the organization, increased
business opportunities, and other measures. WCO’s SAFE Framework sets
forth the criteria by which businesses in the supply chain can obtain
authorized status as a security partner. The cornerstone of successful
Customs-to-Business Partnerships relies on several critical factors,
accompanied by a mutual respect for each other’s roles and responsibilities in
regards of Partnership, Security, Authorization, Technology, Communication and
Facilitation.
Customs-Business Partnership programmes
with trade allow Customs to achieve more with less effort and aim at ensuring
sustainable and long-term compliance through incentives, such as reduced levels
of control, simplified procedures, periodic reporting, deferred payment, and
reputational benefits, as well as facilitation benefits across borders through
MRAs.
